Would School Nurses be Able to Dispense Birth Control to Minors Without Their Parent’s Consent if the Act to Protect the privacy of Health Care Decisions is Passed?

Neither School Nurses nor anyone else would be able to offer any care, including birth control, to minors without their parents’ consent, except, of course, in an emergency. Although it might feel like an emergency to a teenage boy, wanting to have sex is NOT a medical emergency.
